About disk quota problems
The first thing that you must NOT do when you cannot log in to a machine is panic. Press Ctrl+Alt+F1 and log in using the console. Now delete junk like .local/share/Trash and .mozilla/firefox. Now LOG OUT (most people forget this part) and then press Ctrl+Alt+F7 - you should be able to login using gdm/kdm now.

A CD or DVD, being an optical drive is very slow. Slow, well compared to a USB 2.0 flash drive. Any Linux CD/DVD ISO can be "burnt" onto a flash drive and installed from it and the installation is as fast as simply copying files to/from a pen drive. Just download unetbootin for windows, insert a pen drive, select an ISO and you have a bootable flash drive capable of installing an OS within 10 minutes and that does not suffer from scratches and other pitfalls of optical disks.
